Oil & Gas Emissions Modeling

Introduction

This page contains links to all of the WAQS emissions data for oil and gas sources in the Intermountain West. The inventory data that are available here were used in the WAQS 2011b modeling platform, which included base (2011) and future (2025) year simulations. While all of the base year data are for the year 2011, the future year inventories are a mix of the years 2015 (Williston and Great Plains Basins) and 2020 (all other Basins).

Inventories

The inventories are a mix of permitted (point) and survey-based (non-point) annual emissions. Descriptions of the files and file formats are provided below.

The table below includes links to spreadsheets of the base year (2011) WSAQS Phase II oil and gas inventories for all of the Basins covered by the WAQS inventories. Brief descriptions of the inventory data are supplemented by additional details of these data in each spreadsheet.

Big HornxlsxlsFor 2011, area source emissions were directly provided by Wyoming Department of Environmental Quality (WYDEQ) for all Wyoming counties. Emissions outside Wyoming counties are excluded from the inventory due to lack of information on activity in Montana counties for this basin. The point source emissions were obtained from WYDEQ for the calendar year 2011.
Denver-Julesbergxlsxls2008 WestJump survey-based emissions were projected to 2011 based on estimated changes in activity as well as control due to regulations for all source categories. Due to lack of basin specific fracing data, emissions from this category were added to the inventory based on the average tons/spud fracing emissions from the Uinta, Piceance and South San Juan basins. Activity data were obtained from the IHS database for the calendar year 2011. Each source category was assigned the projection estimate for the activity category to which it was most closely associated. For example, drill rig activity would be most closely associated and therefore assigned the activity projection of new spuds. The permitted APEN sources emissions were directly obtained from the Colorado Department of Public Health and Environment (CDPHE) for the calendar year 2011.
North San Juanxlsxls2008 WestJump survey-based emissions were projected to 2011 based on estimated changes in activity as well as control due to regulations. Due to lack of basin specific fracing data, emissions from this category were added to the inventory based on the average tons/spud fracing emissions from the Uinta, Piceance and South San Juan basins. Activity data were obtained from the IHS database for the calendar year 2011. Fracing engine emission estimates were added to the inventory based on representative engine data from the Colorado Air Resources Management Modeling Study (CARMMS) oil and gas emission inventory. Activity data were obtained from the IHS database for the calendar year 2011. Each source category was assigned the projection estimate for the activity category to which it was most closely associated. For example, drill rig activity would be most closely associated and therefore assigned the activity projection of new spuds. The permitted APEN sources emissions were directly obtained from the Colorado Department of Public Health and Environment (CDPHE) for the calendar year 2011.
Powder RiverxlsxlsFor 2011, area source emissions were directly provided by the Wyoming Department of Environmental Quality (WYDEQ) for all Wyoming counties. Area source emissions outside Wyoming counties for 2011 were projected from 2008 WestJump EI based on estimated changes in activity as well as control due to regulations. Activity data were obtained from the IHS database for the calendar year 2011. The point source emissions were obtained from WYDEQ and Environmental Protection Agency (EPA). Montana point source emissions were projected from 2008 WestJump EI based on estimated change in activity.
Southwest WyomingxlsxlsFor 2011, area source emissions were directly provided by the Wyoming Department of Environmental Quality (WYDEQ) for all Wyoming counties. Area source emissions outside Wyoming counties for 2011 were projected from 2008 WestJump EI based on estimated changes in activity as well as control due to regulations. Activity data were obtained from the IHS database for the calendar year 2011. The point source emissions were obtained from WYDEQ for the calendar year 2011.
South San Juanxlsxls2008 WestJump survey-based emissions were projected to 2011 based on estimated changes in activity as well as control due to regulations. Fracing engine emission estimates were added to the inventory based on the representative engine data from the BLM Mancos Shale Emission Inventory. Activity data were obtained from the IHS database for the calendar year 2011. Each source category was assigned the projection estimate for the activity category to which it was most closely associated. For example, drill rig activity would be most closely associated and therefore assigned the activity projection of new spuds. The title V permitted sources emissions were directly obtained from the New Mexico Environment Department and Part 71 sources emissions from the Environmental Protection Agency (EPA) for the calendar year 2011.
Uintaxlsxls2008 WestJump survey-based emissions were projected to 2011 based on estimated changes in activity as well as control due to regulations for most of the source categories. Data obtained from Environmental Protection Agency (EPA) minor source registrations were used to develop tribal emissions for pneumatic pumps, heaters, artificial lift engines, oil tanks, condensate tanks, and condensate truck loading. Fracing engine emission estimates were added based on the representative engine data derived from NEPA EIS oil and gas emission inventories from oil and gas developments in the Uinta Basin. Activity data were obtained from the IHS database for the calendar year 2011. Each source category was assigned the projection estimate for the activity category to which it was most closely associated. For example, future drill rig activity would be most closely associated and therefore assigned the activity projection of new spuds. The permitted sources emissions were obtained from the Utah Department of Environmental Quality (UTDEQ) and Environmental Protection Agency (EPA) for the calendar year 2011.
Wind RiverxlsxlsFor 2011, area source emissions were directly provided by the Wyoming Department of Environmental Quality (WYDEQ) for Non-tribal land. Area source emissions on tribal land were projected to 2011 from 2008 WestJump EI based on estimated changes in activity as well as control due to regulations. Activity data were obtained from the IHS database for the calendar year 2011. The WYDEQ emission inventory included a small fraction fraction of wells identified as being on tribal land; adjustments were made to projected tribal emissions to avoid double counting. The point source emissions were obtained from WYDEQ and Environmental Protection Agency (EPA).
